A data center is a strange project economically. The capital investment is enormous, often hundreds of millions of dollars, while the permanent workforce is small, sometimes a few dozen people once the building is running. That combination makes it easy to publish a spectacular impact number and easy to mislead with it, because most of the activity happens once, during construction, and does not repeat.
The construction phase is real and large: trades, materials, and local spending over a year or two. It belongs in any honest study clearly marked as one-time. The mistake, common in the numbers a developer circulates, is to let that temporary spike blur into the impression of a permanent economic engine. Once the servers are installed, the ongoing local footprint is the modest operating staff and the facility's spending on power and services.
A running data center spends heavily, but much of that spending leaves the region immediately: equipment from national vendors, software, and corporate services headquartered elsewhere. The dollars that stay local are mainly wages and the power bill. A study that counts the full operating budget as regional impact is describing money that mostly passes straight through the county on its way somewhere else.
Data centers consume electricity and often water at a scale that matters to a rural grid and watershed. An honest analysis treats those as part of the picture, because the community is effectively deciding how to allocate real resources. Leaving the demand side out flatters the project and hides a cost the region will feel.
Most data center decisions come down to the tax abatement. The company asks for property tax relief in exchange for the investment, and the public has to weigh decades of forgone revenue against the construction activity and the handful of permanent jobs. This is where a fiscal impact analysis earns its keep, laying out what the jurisdiction actually collects and gives up over the life of the deal, rather than the headline investment figure.
It separates the one-time construction from the thin ongoing operations, handles the heavy leakage in the operating budget honestly, accounts for power and water demand, and puts the tax deal at the center where it belongs. Done that way, the number is far smaller than the investment headline, and the decision it supports is a real one.
