An airport's value is the activity it enables more than the jobs on the field. What an honest aviation study measures.
An airport, especially a small regional or general-aviation field, employs relatively few people directly. Its real economic value is what it enables: the businesses that can reach customers and suppliers, the medical and emergency flights, the visitors and cargo that move because the field exists. A study that counts only on-field jobs understates the airport, and one that credits it with every dollar in the regional economy overstates it. The honest work is in between.
The durable case for a rural airport is the activity it makes possible: a manufacturer that can ship time-sensitive goods, an employer that stays because staff can fly in, agricultural aviation, wildfire response, and medical transport. This is real and worth measuring, and it is also where studies inflate, because enabled activity is easy to claim and hard to prove. A credible study estimates it against the region's actual economy rather than assuming a national multiplier.
Runway work, hangars, and terminal projects are one-time capital spending, often grant-funded, and they belong in the study labeled as temporary. Much of the specialized construction leaks to outside contractors and suppliers. Counting the full project cost as local impact overstates what the build returns to the county.
Where an airport brings in visitors or moves cargo, the honest question is how much of that is genuinely new to the region and how much would have arrived by road anyway. A field that opens the county to trips that would not otherwise happen adds real money. One that mostly shifts existing travel does less than the brochure claims.
It keeps on-field jobs, enabled activity, and construction separate, grounds the enabled case in the county's real economy, handles construction leakage honestly, and is written to hold up before a funder or a county commission. Done that way, the study supports the investment instead of inflating it.
